Victor Tong, who was born in 1971 in Kunming, Yunnan, moved to Hong Kong with his family when he was six years old. In 1988, he came to the U.S. and attended Lake Hamilton High School as an exchange student before he enrolled in the University of Minnesota in 1989. Tong won the Student Commencement Speaker Award and graduated with honors with a bachelor of science in physics in 1993.

He started the company Talent Information Management, the predecessor of Webplus, in 1994. In 1997 he sold the GoWeb department of the company and was recognized as the youngest "City Business 40 Under 40" in Minnesota. He has invested in a several companies in the USA and China over the past decade. His Chinese book “Angel Investment” was published in April 2012 as the first practical guide to startup and investment in China.

Tong serves as the founding partner and chief executive officer at Webplus. He was recognized as one of the 25 people to watch in the 2008 “Global Gaming Magazine,” as well as one of the Top Ten New Angel Investors in China by “The Founder” magazine in 2012.
